At the assignment of the Social and Health Insurance Association of Northern Finland, we did usability testing for an online service which was under development. Toimeksi 2.0 project, funded by Funding Centre for Social Welfare and Health Organisations, develops the nationwide Toimeksi.fi online service by modernizing it technically and operationally. Also the contents of the service were to be recreated.

Our aim was to promote, through the use of the information produced by usability testing, the social inclusion of different user groups of the Toimeksi.fi online service. We also wanted to get useful information to be used in the development of the service. The purpose of the usability study was to find out the potential problems of usability and accessibility in order to solve them before publishing the online service.

Usability testing was our method and tool. Usability was measured based on Web Content Accessibility Guidelines that define the requirements of accessibility for web services. In usability testing, we paid particular attention to the accessibility of people using assistive technologies, such as a screen reader. Individual test tasks were designed in co-operation with the principal. Usability tests were done by four volunteer peer-to-peer developers chosen by Toimeksi 2.0 project. One usability test consisted of subtypes including 28 tasks measuring the perceivability, operability, understandability and robustness of the web service.

With usability testing, we found a number of bugs and improvement requiring functions that had a significant impact on the usability of the online service. We received commentaries, suggestions for improvement, and other feedback from test users that we reported to the principal together with the results of the usability tests. We were able to discuss the design, contents and wishes with the test users and analyze the results before reporting them onwards.

Developing a web service requires users to participate in inclusive planning and usability testing. Future users have expectations and needs that need to be taken into account when designing and implementing an online service. Peer-to-peer developers' work input is essential from the early stages of planning and further development of the service. Particularly in the social and health sector, various customer groups need to be taken into account in the development work to meet the legal and ethical requirements.
