Abstract The goal of this research was to find the most suitable procurement model regarding the needs of road network’s maintenance operations. The theoretical part of the research consists of two segments: a literature review of procurement models for road infrastructure maintenance and a literature review of modern business management. The literature of procurement methods provided some procurement models that include the procurement of road maintenance. In addition, the literature of modern business management identified some factors, which road network operations should assess in procurement and contracting. Procurement model comparison was performed with Choosing by Advantages analysis that provided advantages for the chosen models in terms of suitability for road network procurement needs. For the analysis a comparison criteria was formed based on the factors identified from the literature of modern business management. The results of the research are the advantages of procurement models and their suitability for road network procurement. The suitability is represented as a point calculation in CBA-analysis. Results indicate that the most suitable procurement method for road maintenance is the PSMC-model. In addition, theoretically the most suitable method for capital project procurement is the alliance model. Some of the benefits of alliance can also be utilized through integrated project delivery (IPD) method; however, the compensation structure of alliance can only be utilized by signing an alliance contract. Results also indicate that alliance may be a suitable gateway for combining maintenance procurement to an investment project. Other suitable procurement methods for road sector are the hybrid-PSMC-model and the Public Private Partnership model for combined capital project and maintenance operations. The comparative analysis also identified the suitability of some other procurement models in terms of road network’s requirements.

Tiivistelmä Tutkimuksen tavoitteena oli löytää tieverkoston hoitourakoille parhaiten soveltuva hankintamalli modernin ja tehokkaan liikkeenjohdon näkökulmasta. Perustan tutkimukselle muodosti teoriaosio, joka jakautuu kirjallisuuskatsaukseen infrastruktuurin urakoiden hankintamalleista sekä kirjallisuuskatsaukseen tehokkaan modernin liikkeenjohdon opeista infrastruktuurin hankinnassa. Urakoiden hankintamallien kirjallisuudesta tunnistettiin eräitä malleja, jotka sisältävät hoidon hankinnan ja jotka mahdollisesti soveltuvat tieinfrastruktuurin hoidon hankintaan. Työ käsittelee myös eräitä innovatiivisia hankintamalleja, jotka sisältävät yhdistetyn pääomaprojektin ja mahdollisuuden hoitosopimukseen. Tehokkaan ja modernin liikkeenjohdon kirjallisuudesta pyrittiin löytämään mallien vertailutekijöitä, jotka ovat tieverkoston sekä modernin ja tehokkaan liikkeenjohdon vaatimuksia hoidon hankintamalleille. Soveltavassa osiossa vertailutekijöistä muodostettiin hankintamallien arviointikriteerit, joita käytettiin erittelevässä vertailutaulukossa Choosing by Advantages -analyysissä. Vertailussa käytetty CBA-analyysi tuotti valituille hankintamalleille tulokset muodostettujen arviointikriteerien täyttymisestä. CBA-analyysin tuloksena saatiin arviointikriteerien täyttymisestä malleille yhteispisteet sekä lisäksi tunnistettiin mallien keskinäiset edut tieinfrastruktuurin hankinnassa. Hankintamallien vertailun perusteella tieverkoston hankinnassa saavutetaan eniten etuja toteuttamalla hoidon hankinta PSMC-mallilla ja pääomaprojektin toteutus allianssimallilla. Allianssiin liittyviä etuja voidaan osittain myös toteuttaa integroidulla projektitoimituksella (IPD), mutta allianssin kompensaatiorakenteen käyttäminen vaatii allianssisopimuksen. Muita tieverkostolle soveltuvia hankintamalleja ovat CBA-analyysin perusteella hoidon hankinnan hybridimalli sekä yhdistetyn pääomaprojektin ja hoitosopimuksen sisältävä elinkaarimalli (Public Private Partnership). Hankintamallien vertailu määritti myös eräiden muiden hankintamallien soveltuvuudet tieinfrastruktuurin hoidon hankintaan.
