The topic of this thesis is receiving of registration applications in the customer service of the local surveying offices. What matters should customer service secretary take into consideration when receiving applications of title to a property, mortgage and special rights. This thesis was conduct-ed in association with Northern Ostrobothnia District Survey Office, which is one of the twelve district offices of National Land Survey of Finland. The registration items were transferred to National Land Survey of Finland in the beginning of 2010. Because of this transformation has customer service secretaries’ work changed. In addition to their traditional surveying matters, they are working with registration items every day.

This thesis is a legal quality study in which acts, decrees, government proposal and literature has been used as sources. National Land Survey of Finland’s internal and external instruction has also been used as sources. The primary source comprises the Code of Real Estate. In addition to the jurisprudence we have used theme interviews as a research method. From principal’s point of view, we have tried to find out which demands set by law should customer service secretary know when receiving registration applications. Our thesis has been done to facilitate the initiating of the new customer service secretary to the registration matters and to survey the education needs of customer service secretaries.

Customer service secretary has to command the demands to the handling of administrative matters set by the laws. They have to know the minimum demands set by the Code of Real Estate to the grounds for the acquisition, applying of registration of title, mortgage and special rights. Expert and skilled customer service secretary can accelerate the handling of registration items on its operation even though the decision-making and the duty to examine belongs to the recording secretaries' job description. Properly completed application and attachments as complete as possible reduces registration secretary’s need to ask additions for customer. In our study the necessity of education were emphasized to maintain and develop professional skills of customer service secretary.
