The purpose of this thesis was to clarify what kinds of changes have taken place at Library of Oulu University of Applied Sciences during the years 2004–2010. In addition, the customer effectiveness of the library services during the past two years was studied. Both the changes and the effects were examined by comparing national surveys among themselves in the case of Library of Oulu University of Applied Sciences. User surveys were studied from the years 2004, 2006, 2008 and 2010. Furthermore, consideration was given to the National Electronic Library of FinELib user survey from year 2007. Research methods employed in this thesis were a comparative study and qualitative study which emerged when comparing the user surveys and their content from different years. The interviews were conducted for the small groups of the Library of Oulu University of Applied Sciences staff. The interviews were substantially based on the surveys of National library. Also the future of the Library of Oulu University of Applied Sciences was discussed. Eight information specialists in total participated in the interviews. Results indicate that the library has improved its operations in to a positive direction. The customers were been the most satisfied especially with the staff and the location of the library. Adequacy of the material should be developed especially for course books. Moreover, focuses of development were in the topicality of the material and the clarity of electronic services. However, the library has succeeded in improving its electronic services for example by adding quick links. Finding material has become easier and studying and working has become more effective. In addition, quality of studying and working has improving.The least effects were found in creating new ideas and in the facilitating of the following of the field. According to the open answers customers hoped more changes in the routines and more investment in teaching of the information retrieval. The purpose of this thesis was to develop Library of Oulu University of Applied Sciences operations. However, a further study could be to compare Library of Oulu University of Applied Sciences to the universities of applied sciences library of the same size as far as the changes and effectiveness are concerned. This way one can obtain more comprehensive results of changes.
