The purpose of this thesis is to orientate oneself to public guardian’s occupation and tasks, content of guardian appointment and confiscation, taking care, realization of client’s property. The goal of this thesis is to create a guide on moving movable property to the public guardian. The instructions for taking care of client’s movable property can be found in the guardianship law but the practicality is dispersed and it requires combining. This thesis is juridical and the principal is Oulu’s legal aid office’s public trusteeship.

Guardianship law, government’s statements, magistrate’s tips and ministry of justice’s tips of trusteeship are being used as source. In addition two Finnish parliament’s deputy ombudsman’s results on taking care of clients’ movable property. This thesis is also based on my own work experience in Oulu’s legal aid office as a public guardian. I have worked in the trusteeship for five years, which two of them as a public guardian. I have noticed in my job that taking care of clients’ movable property is demanding and realization of wealth has pointed out to be very difficult. There are only general instructions on taking care of movable property and every public guardian has to find the policy on their own.

The problem in the thesis is how client’s property should be handled and which the guardian’s duties are. As a result of the functional thesis a guide for public trusteeship was made. The guide can be used to ease realization tasks of movable property and finding proper purchase and delivery channel. The guide was made on purpose to be easy to read so those who have no previous experience from working as a public guardian can understand it too. In the guide I am talking about cases I have had working as a public guardian. In the cases I have acquired tips from other guardians and external sources. The guide is in electrical form for possible changes. The guide is meant for guardians in public trusteeship and it contains specific info on how to take care of movable property, cooperation partners and their contact details. In consequence the guide is encrypted, apart from table of contents.

Next step of the examination could be making guide of taking care of fixed assets. A guide like that could be a beneficial tool in trusteeship.
