This statistical summary contains the numbers of unemployed jobseekers, generated in the Employment Service Statistics and presented by municipality. It also contains the percentage of unemployed jobseekers in the workforce. The information on unemployed jobseekers from 2021 is presented as average monthly figures. The labour data by municipality, from which the proportion of unemployed jobseekers is calculated, is from the employment statistics of Statistics Finland from 2019. The figure in question is used when calculating the percentage in all of the months of the year. The concept of unemployed jobseekers includes those jobseekers who were unemployed on the last working day of the month - the day of calculation - as well as those made temporarily redundant who had reported to an Employment and Economic Development Office.

The highest average percentages of unemployed jobseekers in the workforce in 2021 were in the areas of Savukoski (17.6%), Puolanka (16.6%), Enontekiö (16.4%), Salla (16.3%), Lahti (16.2%) and Outokumpu (16.2%). Correspondingly, the lowest percentages in Continental Finland were in the following municipalities: Luoto (2.3%), Pedersöre (3.0%), Närpiö (3.4%) and Uusikaarlepyy (4.2%). The percentages of unemployed jobseekers in the workforce were low in most municipalities in the Åland Islands, with the lowest in Sottunga (0.2%) and Föglö (2.5%). However, the highest percentages in Åland were in Kökar (9.8%) and in Maarianhamina (8.9%). The proportion of unemployed jobseekers increased in 2021 from the previous year in eleven municipalities, most in Kökar (1.2 percentage points), Lapinjärvi (0.9 percentage points) and Rautavaara (0.7 percentage points). The decrease in unemployment in 2021 was in all other municipalities: most in Kolari (-5.4 percentage points), Kittilä (-4.8 percentage points), Pelkosenniemi (-4.8 percentage points) and Nokia (-4.0 percentage points).
