National Child Strategy : Committee report

This publication contains the text of the National Child Strategy and the report of the parliamentary committee that prepared it.

On 5 March 2020, the Government appointed a parliamentary committee to prepare a National Child Strategy based on the UN Convention on the Rights of the Child. The strategy was to span several government terns and ensure cooperation between different administrative sectors. The committee completed its work on 31 December 2020.

The preparation of the strategy is based on the Child’s Time 2040 project, which began in 2018. In keeping with the Government Programme, the strategy was prepared by a parliamentary committee, and several reports were produced to support it. The completed strategy consists of a short preamble, content sections covering different areas of life, and the policies regarding strategy implementation as outlined by the committee.

It is the committee’s unanimous view that the National Child Strategy should create a Finland that respects the rights of the child and is child and family friendly. The strategy must be implemented and monitored systematically and effectively over the long term. The present National Child Strategy will ensure the goal-oriented and consistent implementation of fundamental and human rights obligations concerning children extending across government terms.
